The Bareilly Development Authority (BDA) is the main government body responsible for planned city development in Bareilly, Uttar Pradesh. It was established in 1977 and functions under the Uttar Pradesh Urban Planning and Development Act, 1973.
The main goal of BDA is to plan the city well, build good infrastructure, and support steady growth in the area.

To ensure efficient wastewater treatment and maintain a clean, compliant and sustainable environment within the office premises, the following objectives were set:

The project faced many challenges because the site was still developing and working conditions kept changing.
The project was at a newly developing office, so wastewater generation data was not fully available during the planning stage.
There was not enough wastewater available at the site at first, which delayed testing and starting the plant.
Uncertain flow conditions in the initial phase necessitated modifications to the system design.
